Markov Chain, Monte Carlo Global Search and Integration for Bayesian, GPS, Parameter Estimation | 2009-04-09 | University of New South Wales |
| Bayesian estimation techniques are applied to the problem of time and frequency offset estimation for Global Positioning System receivers. The estimation technique employs Markov Chain Monte Carlo (MCMC) to estimate unknown system parameters, utilizing a novel, multi-dimensional, Bayesian, global optimization strategy for initializing a Metropolis-Hastings proposal distribution. The technique enables the design of a high performance multi-user GPS receiver, capable of overcoming the near-far problem when the relative signal power is on the order of 5 dB (single antenna element) and 20 dB (4 antenna element array) and providing dramatically improved performance over conventional matched filter techniques against interference and jamming when the relative jammer and satellite signal power is on the order of 20 dB (4 antenna element array).

IP Security Management (IPSM): BLC 6000 Multi-Service Access Platform | 2009-04-01 | Occam Networks |
| This paper provides a general overview of Occam Networks' BLC 6000 multiservice access platform IP Security Management (IPSM) capability. Innovations that simplify network operations and deliver a higher Quality of Experience (QoE) to subscribers are necessary if service providers plan to remain competitive. Occam Networks understood this when, in 2000, it introduced the first access network loop carrier system using IP and Ethernet for services and transport. Today, as a result of nearly 10 years of experience with IP/Ethernet technology, the innovation continues with software features designed to advance these protocols from enterprise to carrier-class environments. These value-added software enhancements, which are embedded in the Occam Operating System (OS), are standard with all BLC 6000 equipment and include this paper's topic: IP Security Management.

Magic Quadrant for Network Access Control | 2009-03-27 | gartner |
| Network infrastructure, endpoint protection and network security vendors are increasingly adding NAG features to their solutions, helping the overall NAC market to mature. Several point solutions persist, with some continuing to provide differentiated value. Because Network Access Control (NAC) is an embedded feature of so many network and security components, enterprises should look first within their existing vender base to evaluate NAC solutions. Enterprises should be sure to broaden their search to include point solutions or other embedded NAC solutions that may be a better fit for their future NAC plans. Long-term planning is critical, because most organizations plan to phase In NAC as they progress through multiple usage cases (for example, guest networking, endpoint base lining and identity-aware networking).

Taking Aim at the Bottom Line: A 10-Step Program to Reduce Communication Costs Through Improved Telecom Consumption | 2009-03-05 | MBG Expense Management |
| Wireless services present a particular challenge because, while their usage has become prevalent in today's corporate communications culture, they are extremely difficult to manage due to the magnitude of variable costs and diversity of services on the market. Companies have struggled with incorporating the right strategies for gaining proper control of these devices and tracking their usage, which can have a direct impact on bottom-line performance. Additional areas that present challenges include how companies manage dedicated circuits to remote offices or facilities, remote employees who connect via broadband, and tracking overall video and teleconferencing.

Recent Progress and Standardization of Terrestrial Wireless and Satellite Communication Systems | 2009-03-04 | |
| This paper overviews the recent progress and standardization of terrestrial wireless and satellite communication systems. The terrestrial wireless systems are now standardized by ITU-R SG5 in the area of IMT-2000, IMT-Advanced, land mobile systems, aeronautical mobile systems and fixed wireless access systems. This paper focuses on the free-space optical communication systems which can transmit a very high-speed data and describes their characteristics which are discussed within not only ITU-R WP5C but also international conferences. The inter-orbit optical communication systems which utilize the advantages of optical transmission features as a high capacity transmission link are also introduced. Finally, the new architectures for both fixed and mobile satellite communication systems are discussed within ITU-R WP4B.

The Business Value of Intelligent Data Access | 2009-03-01 | CA (Computer Associates) |
| Intelligent data access that generates business value is achieved by leveraging SQL enhancements and access path optimization techniques which can cut hours of processing, sometimes days, to minutes or seconds. Well considered changes can provide companies with agility and scalability many data professionals (and business executives!) only dream of. In the future, the DB2 query re-write engine and optimizer may well take care of many of the performance rules mentioned in this paper.

Recession Proofing the Management of Telecom | 2009-02-10 | MBG Expense Management |
| The current economic downturn has reinforced the need for companies to optimize services and obtain hard dollar savings from IT investments. With stressed and shrinking budgets, many companies are struggling to keep important IT projects funded. Telecom Expense Management (TEM) solutions represent a unique opportunity to obtain sustainable savings by taking effective action to optimize telecom services. TEM services are able to demonstrate hard dollar savings to executive leadership with a Return On Investment (ROI) that is both tangible and lasting. TEM initiatives can not only help lift the organization during times of recession, but can also transform the telecom department from being a cost center into a profit center.

Rapidly deploy new services with confidence in service quality | 2007-09-28 | IBM |
| Telecommunications operators compete in a market defined by change and continually advancing technology. Up-to-the-minute technologies such as IP virtual private network (IP-VPN), IP television (IPTV) and Voice over IP (VoIP) are must-have offerings that can make the difference between keeping a large corporate account and losing out to a competitor.

Deliver Optimal Service Quality and Experience | 2007-12-19 | IBM |
| Traditionally, telecommunications providers evaluate service using metrics about the underlying network infrastructure to derive an indication of the overall health of each revenue-generating service they deliver. But as technologies mature, the types of available services rise sharply. Because today's services are highly complex, and run over virtual network paths, they are no longer closely tied to individual pieces of infrastructure hardware. As a result, providers need a different approach and a different set of tools to understand service quality and the customer experience. So, providers not only have to incorporate new technologies to launch new services  they must employ new techniques to measure the distinct metrics of each.
