Evolving technology has enabled a new breed of voice service providers to begin offering Voice-over-Broadband (VOBB) services. The commonplace E-911 service that had been available for years in the legacy voice network turned out to be not-so-simple to deploy in the VOBB environment. Initial VOBB services did not include E-911, and this led to several highly publicized events in which emergency services were delayed, sometimes leading to fatal consequences. This motivated the FCC to order that all VOBB service providers enable E-911 service for their customers by November 005 or face sanctions. Faced with this deadline, the telecom industry responded with new solutions to enable E- for VOBB subscribers.

The challenge was how to enable text messages to be charged online while customers roamed in other countries. Vodafone Portugal called upon Lucent to provide the network migration services to seamlessly integrate and rapidly deploy this service. An SMSC Gateway solution was proposed to enable the receipt of all the SMS roaming traffic from the visited network, interact with Vodafone Portugal's existing billing network, and forward the SMS to the SMSC to apply immediate charging to the account.

Sprint realized it needed to rapidly launch a new Voice over Internet Protocol (VoIP) solution for enterprises to address the reality of modern business: dispersed workforces, multiple forms of access, the need to simplify administration, and business continuity concerns.
