| The Ministry of Education, Research, and Youth seeks to provide all Romanian students with quality learning experiences. Aging or lack of IT systems, however, hindered secure access to modern educational software and content for students and teachers - especially those who live in rural areas. The Ministry sought to deliver a security-enhanced e-learning solution to schools in dispersed locations, and to provide students and teachers with access to leading-edge technology. The Ministry, together with SIVECO Romania and Microsoft Services, deployed more than 30,000 desktop computers to schools across the country. Each computer included a standardized image containing the Windows Vista Business operating system, Microsoft Office Professional Plus 2007, SIVECO AeL educational software, and antivirus software.

The need for districts to deploy collaboration and distance learning technology is evident. Because of varying schedules and locations, district administrators have difficulty bringing together staff members for meetings. Home-schooled, sick or traveling students need a way to keep up-to-date with class work. Teachers need better professional development options and students need more distance learning options.

| e-learning, as defined to be the use of Information and Communications Technology (ICT) for supporting the educational processes, has motivated Tanzania to apply ICT in its education system. Tanzania secondary schools in rural areas are geographically and socially isolated. Rural Tanzania secondary schools face a number of problems including ways in getting learning materials, as well as inadequacy in qualified teachers. The impact of these problems is poor performance in National Examinations. This poor performance however is highly noted in science and mathematics subjects. The problem in getting learning materials can be reduced by employing ICT in secondary school education system. This paper develops an interactive e-Learning Management System (e-LMS) to be used by Tanzanian secondary schools.
