| The West Virginia Library Commission, located in Charleston, West Virginia, distributes grants and creates library programs across the state. The financially challenged commission has a small IT department that maintains nearly 2,000 PCs. Most of the computers are shared-access public PCs, used by library patrons for research, e-mail, and browsing the Web. Many of these PCs are susceptible to tampering and other security challenges. As a result, commission IT employees have had to travel throughout the state to fix these problems. Because the commission wanted a cost-effective tool that would provide better security and management, it installed the Microsoft Shared Computer Toolkit for Windows XP.
