| With more than 4.3 million members and a total of 6.3 million health insurance policyholders, Techniker Krankenkasse (TK) is one of the largest providers of statutory health insurance in Germany. As the company's Windows 2000 operating system approached the end of its supported life cycle, TK wanted to find a more flexible and reliable system to enhance security and streamline administration. TK opted to deploy the Windows Vista operating system with the 2007 Microsoft Office system. The new software will be deployed to approximately 1,000 computers by July 2008 and the remaining 10,000 devices by October 2008.

The paper gathered guidelines and recommendations related to IT security management tool from available literature as well as result of their previous studies on IT security management. It categorized and combined these guidelines into a set of high level guidelines that can be used by tool developers in development of tools. In addition the paper identified the relationship between guidelines and challenges in IT security management as well as the strength of evidence for each guideline.
