Past industry submissions to the Physical Access Interagency Interoperability Working Group (PAIIWG), as early as April 2004, recommended that the GUID be in IPv6 address format. The intent was to have an industry-standard numbering schema that is not owned by the federal government, yet yields a number space large enough to avoid collisions within and between domains.
