  This paper introduces the authors' efforts to create UPX, an XML-based successor to the venerable UNIPEN format for the representation of annotated datasets of online handwriting data. In the first part of the paper, shortcomings of the UNIPEN format are discussed and the goals of UPX are outlined. Prior work related to UPX in the form of the recently proposed hwDataset representation is presented. The paper then summarizes the status of the UPX effort, in particular, experiments to map UNIPEN elements to hwDataset and InkML and identify potential issues with migrating existing UNIPEN data to UPX.

  Austrian Broadcasting Corporation Radio & Television (ORF) brings its audience great entertainment, including the extensive winter sports coverage. ORF needed to upgrade its relational database of sporting statistics to get support for XML data types and better integration with mobile devices. ORF deployed Microsoft SQL Server 2005 running on the Microsoft Windows Server 2003, Standard Edition operating system, to replace SQL Server 2000. The broadcaster is already seeing 70 percent faster responses with XML data types, and has found it up to 90 percent faster to create XML-based applications.

  The Florida House of Representatives has used Leagis, a custom system, to create, process, and track legislation. The custom Engrossing and Enrolling application within Leagis integrates closely with Microsoft Office Professional Edition 2003, but the task of amending bills still required legislative staff to locate and open separate Microsoft Office Word 2003 documents for every bill and every amendment to a bill. A pilot project using the 2007 Microsoft Office system allowed Florida House IT staff to provide a remedy. Using the new Microsoft Office Open XML file formats, the updated application lists all bill amendments in a custom task pane that allows staff to incorporate amendment text into a bill with just a few clicks in the user interface.

To address this, the council joined forces with CG&GC Intelligent Technology and a number of other business partners to build a central technology platform using Microsoft Windows server technologies and the Microsoft E-Government Starter Kit, which supports services through an integrated Web portal, a call centre, and traditional counters. Mehedinti District Council also deployed internal accounting and taxation tools, a geographic information system, and the GoPro.net solution for case management. XML Web services connect applications, departments, and local authorities at district level, reducing case processing times and enhancing standards and transparency.

  This paper presents a novel and complementary technique to optimize an XPath query by minimizing its wildcard steps. The approach is based on using a general composite axis called the layer axis, to rewrite a sequence of XPath steps (all of which are wildcard steps except for possibly the last) into a single layer-axis step. The paper describes an efficient implementation of the layer axis and presents a novel and efficient rewriting algorithm to minimize both non-branching as well as branching wildcard steps in XPath queries. It also demonstrates the usefulness of wildcard-step elimination by proposing an optimized evaluation strategy for wildcard-free XPath queries that enables selective loading of only the relevant input XML data for query evaluation.
