  Much hope has been placed in the past on Educational Television for improving educational standards and distance education. However, in many countries the impact of this technology has been limited. Some of the reasons are discussed along with possible technical solutions. One solution that has been developed at HP Labs India is presented. This involves the use of satellite TV channels, using the MPEG format, as the distribution channel for educational content in digital form. Inexpensive TV equipment, including those that work with Direct To Home (DTH) TV transmissions are used to capture TV programs in digital form and store them on a server.

  This paper proposes a novel rate control system by applying the Discrete Linear Quadratic rate control method (DLQ) to transmissions of MPEG2 streams in IP networks. The paper gives out the detail deduction for disturbed-DLQ-regulator problem and the corresponding methods to implement the results into media streaming rate control. Study shows that DLQ is superior to conventional rate control schemes especially in client buffer utilization. Besides the basic DLQ method, the paper also investigates DLQ under heavy-traffic scenarios and provides improvements for this special case. The influences of delay, with respect to different mean values and variances, are discussed carefully.

  Multimedia streaming is resource demanding. It may starve other applications such as file transfer sharing the network, for example, in a smart home. To address the problem, a fuzzy logic control to bound the bandwidth consumption of multimedia streams is applied. This paper also differentiates the video quality for streams with different levels of importance. The transmission rate control and service differentiation schemes are implemented and evaluated in the department network where a number of different applications may coexist at the same time. Performance evaluation results show that the video streaming system can support the specified bit rate bound and differentiate the service to efficiently utilize the limited bandwidth.

A distributed decentralized multimedia streaming architecture can spread the (traffic) costs to the user nodes, but requires providing for load balancing and consider the heterogeneity of the participating nodes. This paper propose a DHT-based information gathering and analyzing architecture which controls the streaming request assignment in the system and thoroughly evaluate it in comparison to a distributed stateless strategy. The impact of the key parameters is evaluated in the allocation function which considers the capabilities of the nodes and their contribution to the system.

The robustness of such virtual multicast delivery system is also discussed and shown to be better than the native multicast can offer. The maximum latency, important for multimedia transfer and related to the number of hops through the network of active elements, can be kept bounded. Possible support for synchronized multi-stream transfer is also discussed.
