| This paper proposes a novel system working on the Web for personal media sharing and authoring. Three primary technologies enable this end-to-end system, including scalable video coding, intelligent multimedia content analysis, and template-based media authoring. Scalable video codec tackles the issue of huge data transmission, multimedia content analysis facilitates automatic video editing, and template-based media authoring scheme further reduces the workload of media sharing and authoring. Experiment and a demo system on a real Internet environment show that this novel system is effective.

| This paper presents a pilot educational project aimed to develop an integrated system to allow the teaching community to experiment and evaluate the benefits of multimedia lessons. The key issues of the project are the development of a structured database, the design of multimedia templates, the implementation of a web based authoring application that enables professors to be course builders, and the delivery mechanisms to dynamically generate multimedia content. This paper discusses the concept and realization of the system as well as the first results accompanying the project.

| One of the objectives of the Open Access movement is to establish institutional repositories at universities and other research institutions in order to support self-archiving. While a lot of software solutions have already been presented in recent years they lack a seamless integration of authoring tools, support for authors, and other technical publishing tools. This paper presents SCOPE (Service Core for Open Publishing Environments) - an integrated publishing platform which facilitates distributed electronic publishing on a central repository.

| This paper includes a summary of authoring systems, which became the base of informatic modernization of the learning process in all fields. Besides conceptual determination and classification of the authoring systems, the paper also discusses the technology for the realization of the WEB authoring system on the example of the Polytechnical Engineering College. Further, a review is given of leading web authoring systems, and conclusions are made about the current situation and further development trends. One of the e-learning materials for the Algorithms and Data Structures developed at the Polytechnical Engineering College is described in detail. Possibilities of the e-learning application in already existing web authoring systems are presented, its advantages and disadvantages are pointed out, and further directions of improvement and application in our conditions.

| The need for e-learning systems that support a diverse set of pedagogical requirements has been identified as an important issue in web-based education. Until now, significant R&D effort has been devoted aiming towards web-based educational systems tailored to specific pedagogical approaches. The most advanced of them are based on the IEEE Learning Technology Systems Architecture and use standardized content structuring based on the ADL Sharable Content Object Reference Model in order to enable sharing and reusability of the learning content. However, sharing of learning activities among different web-based educational systems still remains an open issue. The open question is how web-based educational systems should be designed in order to enable reusing and repurposing of learning activities.

| A well-known challenge of adaptive educational systems is the need to develop intelligent content, which is very time and expertise consuming. In traditional approaches a teacher is kept at a distance from intelligent authoring. This paper advocates the involvement of teachers in creating intelligent content. The paper presents an approach to the development of intelligent content as well as an authoring tool for teachers that support our approach. This approach has two main stages: elicitation of concepts from content elements and the identification of a prerequisite/outcome structure for the course. | This flexible and scaleable e-Learning Resource Authoring (ERA) system is designed to support the rapid development of content structures, instructional features and user interfaces.
