SINGAPORE--Sintercom.org, a Web site that hosts forums on local issues, has been asked to register as accepting full responsibility for the content posted on it.

The Singapore Broadcasting Authority has sent Web editor Tan Chong Kee a letter telling him he should register the site as one that engaged in the propagation, promotion or discussion of political issues relating to Singapore on the Internet.

Sintercom was first granted exemption from registering in 1996. Then, the SBA sent them a letter saying they trusted Sintercom's editors to "exercise responsibility, intelligence and maturity in its selection of postings".

SBA spokesman Cecilia Yip confirmed that the letter was sent, but declined to give more details.

Tan has asked why the site is deemed to require registration after five years, but has received no reply. He remains unsure of the effect registration will have on the lively political debates that are known to carry on at Sintercom.

"Perhaps the fact that people wonder if they are being watched will cause some to stop or modify their views," Tan told The Associated Press. "Perhaps the reverse might happen to others. Perhaps there is no effect at all."
