NEW DELHI--India plans to allow companies to offer long-distance phone calls over the Internet after 2002, the Financial Express newspaper reported, citing Shyamal Ghosh, secretary at the country's Department of Telecommunications.

The government plans to allow Internet telephony after it ends the monopoly of state-owned Videsh Sanchar Nigam Ltd on international long distance calls in April 2002, the daily said.

The "challenge is to give universal access to people, and after the monopoly ends there will be no question of a digital divide," Ghosh told the paper.

In a step toward opening the long distance phone industry to competition, the government is expected to announce the sale of part of its 52.9 percent stake in Videsh Sanchar on Dec 23.
