SINGAPORE--Computer giant Hewlett-Packard and its partners are giving local start-ups a one-stop solution by providing consultation, legal advice and financing.

"This collaboration will give homegrown technopreneurs a single source of assistance in terms of business, legal and technology," said Tan Lee Chew, general manager of enterprise commercial business, HP Singapore.

This is to help them develop and channel their products to the market, she added.

The partnership comprises Hewlett-Packard, a local law firm specializing in IT law, StarHub Internet, e.Com and Pandora Interactive Studio.

This initiative, called JumpStart for Startups, includes packages such as legal advice, system integration and web marketing services; secure credit payment services and Internet access. Pricing starts at S$20,990.

Tan expects 100 start-ups to participate in this initiative.

The financing required by the start-up will be funded from HP S$100 million E-Services Development Fund (ESDF), which was launched last September.

To date, there have been no recipients of the fund, said Eileen Chua, HP marketing services specialist, Enterprise Computing (South Asia).

StarHub Internet will provide the Internet connectivity and help start-ups build a web presence through its advertising platform.

"We intend to offer more than just hosting services and will work closely with these technopreneurs to help them create greater net presence and raise awareness of their products and services," said Tan Tong Hai, StarHub Internet general manager.

A local law firm specializing in IT with experience in counseling Internet start-ups will provide legal advice, business planning and evaluation. The firm has 20 lawyers out of which five are dedicated to the IT sector.

Most start-ups need assistance in areas like intellectual property, security and equity, said Charles Soh, the firm's partner. He added that some start-ups don’t have the finances to pay for counseling fees. As such, the firm takes a small stake in the start-up with the option for the technopreneur to buy back the shares.

Pandora Interactive will provide system integration and web services while e.Com will help the companies setup their payment gateway systems.
