The commission said in a circular issued last week that "wireless telephones, Windows software, browser software and so on are not included in the scope" of rules introduced in October to regulate encryption software, the Asian Wall Street Journal reported.
While the Chinese government will allow companies to use foreign-designed encryption software, it may still require them to register the software and provide detailed information about its use, the report said.
Microsoft, the world's biggest software maker, said last week it received approval from the Chinese authorities for the encryption software used in its Windows 2000 operating system and will release it as planned on March 20.
