The second was the upgrading of the state budget and treasury accounting system which had been in use since late 2003. Last year, the state budget and treasury accounting system was upgraded to meet the Vietnam's new budget and treasury accounting regulations.
According to the Vietnam State Treasury, it has also designed a new centralized capital fund disbursement system which will be developed and rolled out between 2006 and 2007.
To achieve success in its IT projects, the Vietnam State Treasury makes sure that it has support from its leaders at every level. It also ensures good coordination between business process and IT staff throughout the entire design and development process.
And to ensure the projects run smoothly, users are involved and kept informed of all changes during development. Besides iterative testing for each version of the system, training is held for all users and IT staff at all three levels of the state treasury system--central, province (64 branches) and district (600 branches).
